【ZHD、JR九州】グリーンボンドを発行、合計300億円を調達
（2023/7/14）
- ZHD、データセンターの省エネ化・再生可能エネルギーへの切り替えに向けて、200億円を調達。JR九州は100億円を調達し、駅ビルの断熱性向上と、緑化推進による建物熱負荷の低減や高効率設備導入が主な資金使途となる。
- 日本精工も7月14日にサステナビリティ・リンク・ボンドのフレームワークを策定し、2035年度のカーボンニュートラルに向けて今後、資金調達を実施すると発表。
- 国内のグリーンボンド発行が2023年下期に加速し、2022年の2兆円を上回って増加トレンドを維持できるかが注目される。

【住友商事、豪リオ・ティント】アルミナ精製工程の脱炭素化で提携
（2023/7/12）
- 住友商事とリオ・ティントの両社は、豪州のグラッドストンにおいて、アルミナ精製工程での水素による天然ガス代替の実証事業を開始。同プロジェクトは、1億1100万豪ドル（7500万米ドル）が投じられ、オーストラリアのグラッドストーンにあるヤーウーン製油所に水素プラントを建設するものである。
- このプロジェクトは、アルミナ精製工程からの排出ガスを年間50万トン削減することが期待されており、これは約10万9000台の内燃機関自動車を道路から排除することに相当する。
- 本プロジェクトによって、アルミナ精製工程における商業的な水素利活用の可能性が広がり、また、オーストラリア政府の支援を得られたことは、同国の気候変動対策へのコミットメントを表している。両社が商用化に成功し、将来的には豪州域外への水素輸出を含む、大型バリューチェーンでも同プロセスを展開できるかが注目される。
【アムンディとBNPパリバAM】気候変動対策が不十分な企業に反対票を投じる

- 欧州最大の資産運用会社であるアムンディは、今年に入り、エネルギー・公益セクターの84社において、各社の気候変動戦略に対する懸念から、500人以上の取締役の再任に反対票を投じた。
- また、BNPパリバ・アセット・マネジメント（BNPP AM）は、企業の気候変動戦略（「気候に関する発言」）決議案の半数以上に反対票を投じた。また、主に多様性目標を満たしていないことを理由に、取締役人事の半数近くに反対した。
- アムンディとBNPパリバAMの両社は、多くの企業が気候変動に関する取り組みを進めていない ことへの懸念を強めていると模様。これらの投票を通じて、投資家は企業に対し、気候変動戦略を改善し気候変動関連リスクに関する情報開示を強化するように圧力を強めている。

【EU】貨物輸送の脱炭素化と自然再生に向けた措置を講じる

- 欧州委員会は、欧州連合（EU）の貨物輸送を脱炭素化するための新たな規制を提案した。この規制は、電気トラックや水素トラックなどの低排出ガス車やゼロ・エミッション車への転換を義務付けるとともに、貨物輸送の効率を向上させる措置を導入するものである。この規制により、貨物輸送から排出される温室効果ガスを2030年までに55％削減できると期待されている。
- 加えて、欧州議会は、EUの自然再生法を僅差で承認。この法律は、2030年までにEUの陸と海の20％を再生させ、生物多様性の損失を食い止めることを目的としている。
- 貨物輸送の脱炭素化の提案は、環境保護にとって前向きな進展であり、温室効果ガスの排出削減と大気の質の改善に役立つだろう。自然再生法が承認されたこともプラスである。この法律は、一部の環境保護団体からは十分に進んでいないと批判されているが、気候変動や生物多様性の損失との闘いにおける重要な前進である。

【ISSB】2024年にTCFDの責務を引き継ぐ

- 国際サステナビリティ基準審議会（ISSB）は、2024年から気候関連財務情報開示タスクフォース（TCFD）の責任を引き継ぐ。
- ISSBは、国際財務報告基準（IFRS）財団によって2021年に設立され、持続可能性に関するグローバルな基準を策定することを目的としている。
- TCFDは、2015年に金融安定理事会（FSB）によって設立され、企業やその他の組織に対する気候変動関連の自主的な財務情報開示の提言を策定。

【ZHD and JR Kyushu】 Issue green bonds, raising a total of 30 billion yen.
(July 14, 2023)
- ZHD procured 20 billion yen for energy saving at data centers and switching to renewable energy; JR Kyushu procured 10 billion yen, mainly to reduce building heat load by improving insulation and promoting greening at station buildings and to install high-efficiency equipment.
- NSK also established a Sustainability Link Bond framework on July 14, and will be raising funds soon to accelerate its efforts to become carbon neutral by 2035.
- It will be interesting to see whether Japan’s green bond issuance will accelerate in the second half of 2023 and maintain the upward trend above the ¥2 trillion in 2022.

【Sumitomo Corporation and Australia’s Rio Tinto】 To partner in decarbonizing alumina refining process.

- The two companies have launched a demonstration project to replace natural gas with hydrogen in the alumina refining process in Gladstone, Australia. The project will cost A$111 million (US$75 million) and involve the construction of a hydrogen plant at the Yarwun Refinery in Gladstone, Australia.
- The project is expected to reduce emissions from the alumina refining process by 500,000 tons per year, which is equivalent to taking approximately 109,000 internal combustion engine vehicles off the road.
- This project opens up the possibility of commercial hydrogen utilization in the alumina refining process, and receiving the support of the Australian government demonstrates the country’s commitment to climate change action. It will be interesting to see if the company is successful in commercializing the process and if it can be deployed in a large value chain that includes future hydrogen exports outside of Australia.
【Amundi and BNP Paribas AM】 Vote against companies with poor climate strategies.

- Amundi, Europe’s largest asset manager, has voted against the re-election of more than 500 directors at 84 companies in the Energies & Utilities sectors so far this year, over concerns about their companies’ climate strategies.
- BNP Paribas Asset Management (BNPP AM) has also voted against more than half of corporate climate strategy – or “Say on Climate” – resolutions, and opposed nearly half of director appointments, primarily for diversity reasons.
- Both Amundi and BNP Paribas AM have said that they are increasingly concerned about the lack of progress that many companies are making on climate change. They have also called on companies to set more ambitious targets and to improve their disclosure of climate-related risks. These votes are a sign of the growing pressure that investors are putting on companies to improve their climate strategies and to disclose more information about their climate-related risks.

【EU】 Takes steps to decarbonize freight transport and restore nature.
(July 12, 2023)
- The European Commission has proposed new regulations to decarbonize freight transport in the European Union. The regulations would require a shift to low- and zero-emission vehicles, such as electric and hydrogen trucks, and would also introduce measures to improve the efficiency of freight transport. The regulations are expected to reduce greenhouse gas emissions from freight transport by 55% by 2030.
- The European Parliament has narrowly voted to approve the EU’s Nature Restoration Law. The law aims to restore 20% of EU land and sea by 2030, and to halt the loss of biodiversity by 2030.
- The proposals to decarbonize freight transport are a positive development for the environment and will help to reduce greenhouse gas emissions and improve air quality. The approval of the Nature Restoration Law is also a positive, however the law has been criticized by some environmental groups for not going far enough, but it is considered a significant step forward in the fight against climate change and biodiversity loss.

【ISSB】 To take over TCFD responsibilities in 2024.

- The International Sustainability Standards Board (ISSB) will be taking over the responsibilities of the Task Force on Climate-related Financial Disclosures (TCFD) starting in 2024.
- The ISSB was established by the International Financial Reporting Standards (IFRS) Foundation in 2021 with the goal of developing a global set of sustainability standards.
- The TCFD was established by the Financial Stability Board (FSB) in 2015 to develop voluntary climate-related financial disclosure recommendations for companies and other organizations.
