環境省『令和５年度前期「自然共生サイト」認定結果について』

- 環境省は『「民間の取組等によって生物多様性の保全が図られている区域」を「自然共生サイト」に認定する仕組みを令和５年度から開始し』、『この度、初めての環境大臣認定を122か所（35都道府県）にて行うことが決定しました』と発表。『令和５年10月25日（水）に認定証を授与することとし、授与式を東京都内で開催する』予定。
- 本取り組みの背景に、『生物多様性条約第15回締約国会議（CBD-COP15）において、2030年までの新たな世界目標である「昆明・モントリオール生物多様性枠組」が採択され』、日本は『世界に先駆けて2023年３月に「生物多様性国家戦略」を改定し、2030年ミッションとして、生物多様性の損失を止め、反転させる「ネイチャーポジティブ」の実現』を目指している。
- 『環境省では、企業の森や里地里山、都市の緑地など「民間の取組等によって生物多様性の保全が図られている区域」を「自然共生サイト」として認定する取組を令和５年度から開始』。『今回認定が決定した122か所の合計面積は約7.7万haであり、これは国土の約0.2％』の大きさであると説明。
- 今回、認定サイトに出光興産の「北海道製油所」、積水化学工業「積水メディカル岩手工場」、横浜ゴムの「茨城工場」、ソニーグループの「幸田サイト」、花王の「和歌山工場」など大手上場企業の生産・営業拠点も含まれる。自然共生サイト認定は、民間の取り組みによる生物多様性保全に焦点を当て、国際的なデータベースへの登録も計画されている。これにより、日本の生物多様性保護が一段と強化され、持続可能な未来への道が開かれるかに注目。

- 神戸製鋼はCO2削減の取り組みについて、2030年目標に『当社グループの生産プロセスにおけるCO2削減：30～40%削減（2013年度比）』とし、『2050年ビジョン』に『カーボンニュートラルへ挑戦し、達成を目指す』と説明。
- 『技術・製品・サービスによるCO2削減』については、2030年目標に『CO2排出削減貢献量 61百万t以上』、『2050年ビジョン』に『CO2排出削減貢献量 1億t以上』を目指すとしている。
- また、『ダイバーシティ＆インクルージョン（D&I)推進』において『多様な人材が活躍できる職場環境を実現するため、D＆I基本方針を制定し、D＆I推進を強化』すると説明。『安全衛生』については、『KOBELCOグループの基本理念「安全・衛生・健康は経営の基盤であり、全ての事業活動に優先する」に基づき、事業活動に関わる全ての作業に於いて “誰一人も災害に遭わせない”という強い信念のもと、安全・安心な職場の実現』を目指すとしている。
- 同社はESG各面で目標を設定し活動を進めており、生産・製品開発からのCO2削減に注力している点は高く評価できる一方、目標値を下回っているダイバーシティ関連（新卒採用女性比率、女性管理職比率）や安全衛生関連（休業災害度数率、内部品質監査における品質ガイドライン認定拠点率）は引き続き注視する必要がある。

- Asset owners’ top priorities are climate change, diversity and inclusion, while regulatory disruption and rising costs remain challenges.
- Climate change issues have a growing impact on the investment decisions of asset managers. More than half of respondents indicated that the transition to net-zero emissions is a top priority. Many respondents indicated that climate change risks and opportunities need to be appropriately incorporated into their analysis and investment advice.
- While regulatory revisions are underway, about 40% still feel confused, and regulatory complexity may still be an obstacle. Specific examples include inconsistent climate change-related disclosure requirements across regions, lack of agreement on global standards for metrics and targets, and controversy over Scope 3 emissions calculation methodologies, the definition of net zero, and tentative emission reduction targets.
- Some also commented that there is a need for improvements in the accuracy and timeliness of ESG data and indicators, and that ESG analysts and vendors need to improve their capabilities. In particular, they cited the accuracy of data (many estimates), coverage (e.g., small and mid-cap issues), and reliability (e.g., few third-party certifications, etc. on the part of companies or data tailored to specific sectors, themes, or risk profiles).
